FUTURE STARTS TODAY: In Atyrau region KZT 1 bln 843 mln invested in Agricultural Sector through «KazAgroFinance»

ATYRAU. November 26. KAZINFORM - The volume of investments made via “KazAgroFinance” JSC in the agricultural sector of Atyrau region since 2005 has amounted to KZT 1 billion 843 million. Thus "KazAgroFinance" is executing the instructions of the President given to the Government in the programmed document "Kazakhstan-2050 Strategy": a new policy of the established state." These instructions assume an increase of state support volume for agriculture by 4.5 times. Work out of the legislative and economic incentives for building medium and large-scale agricultural production focused on the implementation of new agricultural technologies. Introduction of penalty tax rates on lands not developed within a certain period after granting.

Residents of the regional center established production of bread and bakery products with the capacity of 3 650 thousand units per year owing to investments from "KazAgroFinance".

Aidar Prushev, the Director of "KazAgroFinance" Atyrau branch, outlines the plans of the JSC in the interview to “Kazinform” correspondent.

-Mr. Prushev, which sectors of agro-industrial complex of Atyrau region were invested in?

- Today all agricultural sectors are being invested. The main thing is that the project has to be of real benefit. It is an acquisition of agricultural equipment via leasing, purchase of special equipment including large dump trucks KamAZ, equipment for land reclamation works, processing of agricultural products, technical equipment. We also finance the so-called "green economy" offering to acquire concessional sources of alternative energy.

- On what conditions "KazAgroFinance" invests in agriculture?

- If you say in short, at the most acceptable, soft and not comparable to those of most financial institutions. For example, the purchase of breeding stock including from abroad. A person must have rangelands that will remain in the pledge. And yet, he must pay 15 percent of the cost of purchased livestock. Livestock farming is acquired on a long term lease-purchase option. For the payment of the loan granted there is a grace period of three years.

- You did not name the interest rate at which funds are allocated.

- They are different in every direction, but then again, in general, they are very attractive. Thus, the acquisition of cattle from abroad is under 4 per cent per annum, the purchase of machinery is under 12.8 percent.

- Are there businessmen who want to work in agriculture?

- The region has a lot of people who want to work in the agricultural sector. We have plans to build an integrated poultry factory. “Miras” LLP intends to realize that project. The company "Caspian Royal Fish" studying the question of the construction of fish farming unit with 100 tons of sturgeon and 1 ton of caviar per a year. This unit will be established in the village of Tomarly.

- This year, as far as we know, the method of growing vegetables and potatoes using drip irrigation showed itself at good advantage. That allows us to talk about the fact that the region can ensure its food security and minimize the volume of vegetables purchase from other regions and countries. Will this area be developed?

- No doubt. The plans are to increase the areas where drip irrigation is applied. Thus, in Makhambet district 28 hectares will introduce drip irrigation in the farm named "Kang", "Felix" expands its area by 100 hectares, and 50 hectares at "Dostan" agricultural unit.
