Efficiency of public administration determines people?s living standards

ASTANA. June 15. KAZINFORM. /Rizvana Sadykova/ ?The system of international relations is not as firm as it used to be, with new geopolitical structures forming and altering rapidly. Having studied the policy, political processes and theories of the Wets, I came to a conclusion, that the standards of living of a state depend on how efficient the state management is?, attaché of the America Department of the Kazakh Foreign Ministry Daniyar Tastybayev said in an interview to Kazinform.

Could you please tell something about yourself? What events pretermined your way of life?
I was born and raised in Aktobe. I graduated from ?Ulagat? secondary Kazakh school. My parents tried to educate me comprehensively. Apart from studying at the secondary school, I took piano classes and dombra at music school. I never give up sports. When studying in England I was in the university boxing team, also jujitsu and judo.
Could you tell about the years of studying abroad? What would you like to introduce in our country now possessing invaluable experience that you gained abroad?
After my graduation from school I went to England to study at Oxford college. After college I received invitations from 6 universities of Great Britain and chose the University of Essex, as long as it has good permutation and high rating.
The education in the United Kingdom is based on the self-guided work. A student should have character to study disciplines systematically, read and analyze a lot of literature on the speciality, i.e. purposefully gain knowledge on his profession by oneself. This system of education brings up progressively thinking and ability to make effective decisions.
I think that it is necessary to increase the quality of our education, create all conditions for students? motivation, providing their will to study something new, develop aspiration to be the best.
You have finished the course on international relations and politics. You work at the Foreign Affairs Ministry. How do you understand the term ?multi-vector policy? of Kazakhstan?
I understand this term literally as ?comprehensive, diversified, balanced? without any prejudices toward European or Asian countries. Enhancement of relations with the Muslim countries is no less important that relations with Russia, China and the USA.
Kazakhstan is also ready to participate in the NATO projects in Central Asia, provision of security in Asia (CICA), SCO and CSTO, which are strategic in the light of regional security. The system of international relations is not so secure today as it was until recently. New geopolitical structures are forming and changing. Having studied the policy, political processes and theories of the West I have realized that the national living standards depend on the efficiency of public management. The level of living in European societies is high. Undoubtedly they have reached such level due to rational public management.
Since autumn 2008 I have started my professional activity as attache of the America Department at the Foreign Affairs Ministry. Partnership with the USA is an important direction in Kazakhstan?s foreign policy. I am glad that new US President Barack Obama seeks to change negative attitude toward the United States of America and improve relations with the Muslim world. Besides, he respects the Islam. It would be good to reach an equal dialog between East and West.
What prospects will open for Kazakhstan once it becomes the OSCE chair in 2010?
That is big progress, for Kazakhstan will be the first post-Soviet state to chair the OSCE in 2010. Kazakhstan is considered to be a really sustainable country developing its economy, internal and foreign policy. We are acknowledged as a reliable partner in the political, energy and oil and gas spheres, private partnership sector. It manifests real recognition of Kazakhstan?s success. Foreign businessmen can count on long-term partnership with our country. It will bring a big flow of investments in non-primary sector of economy, development of science, military potential, infrastructure, agriculture and atomic industry.
Chairmanship in the OSCE gives us an opportunity to maximally integrate into the world community. Many projects, which are currently at the stage of discussion and negotiations, can be realized.
What can you wish to our youth, particularly to the potential candidates and students of the Bolashak program? Do you plan to set about teaching, share experience with our students?
I think in the nearest future the role of intellect will grow, people will pay much attention to education and science as it is a real capital. But I have not thought about teaching. It is not enough to graduate from a prestigious university to become a teacher. It is important to have practice, experience, skills and great wish to share it with students.
Studying abroad is not only an opportunity to see a foreign country, but assay your strength. Studying at prestigious universities helps open new qualities and form personality.
I wish Bolashak scholars confidence, progress in studies. Do not forget, Kazakhstan needs highly educated patriots who are able to lead the country ahead.
