Crucial to make law-enforcement system more effective using int'l experience - Kazakh President

Opening the sitting the President noted that the task of reforming of the law-enforcement system was outlined in his Address to the Nation "New Decade - New Economic Growth - New Opportunities of Kazakhstan".
The Head of the State paid special attention to the issue of decriminalization. The laws should be more humane, the sentence of imprisonment, in some cases, can be substituted by large fines or community work.
"It is necessary to avoid doubling and make the work of the law-enforcement agencies more effective by using the international experience. The rights of our citizens should be better protected. It is important to root out corruption in the law-enforcement system. It is crucial to raise responsibility", the President stressed.
The Prime Minister informed of the current activities on the tasks outlined in the President's Address, establishment of the legal framework for holding of the reform of the law-enforcement system.
Upon the results of the sitting the President gave a number of instructions.
