Belarus, Russia, Kazakhstan to cancel diploma recognition requirement

MINSK. KAZINFORM On 1 January 2015 Belarus, Kazakhstan and Russia will cancel the requirement for mutual recognition of foreign diplomas issued in the member states of the Eurasian Economic Union (EEU). This measure is stipulated in Article 97 "Employment of workers from the member states" of the Eurasian Economic Union Treaty, BelTA learned from the National Institute for Higher Education (NIHE).

Belarus, Kazakhstan and Russia formalized the rule which allows citizens of Belarus, Kazakhstan and Russia to work in each of the EEU member states without having to do the procedure of recognition of diplomas as prescribed in the national legislations. This rule will be extended to all professions, with the exception of pedagogical, legal, medical or pharmaceutical activities. These activities will require the recognition of diplomas, BelTA reports.

The NIHE noted that Article 97 of the EEU Treaty applies to vocational education diplomas (vocational, secondary or higher education) issued in Belarus, Kazakhstan and Russia. As for the documents on academic degrees and titles issued in the member states of the Eurasian Economic Union, the countries decided to keep the national recognition procedure in place.

The Eurasian Economic Union Treaty was signed by the Presidents of Belarus, Kazakhstan and Russia in Adana on 29 May 2014. The parliaments of these countries are expected to ratify the document at the autumn session. After this the treaty will be come into force on 1 January 2015.
