B. Baibek: Local government development - basic requirement of prosperity

ASTANA. November 7. KAZINFORM "Development of the local government system is one of the most important conditions of economical prosperity, social welfare and civil society forming," Deputy Head of the Presidential Administration of Kazakhstan Bauyrzhan Baibek said.
"People must take part in solving urgent problems and take responsibility. Dependency and paternalism can not be the core of the local government system," B. Baibek stressed.
According to him, in general, necessary basis for the functioning of the local self-government has already been created as a part of the "Strategy 2030". Changes to the Constitution have been made, the necessary laws have been adopted.
