Astana seminar on Administrative Law brought together European and C Asian practice and expertise

ASTANA. November 4. KAZINFORM In the framework of the Rule of Law Initiative of the EU-Central Asia Strategy, the project «Rule of Law Platform - Central Asia» held a regional seminar on Administrative Law on 2-3 November 2012 in Astana, in partnership with the Deutsche Gesellschaft für Internationale Zusammanerabeit (GIZ).

The objective of the seminar is to provide exposure to best European practices in this field, and to propose ideas for reformation of the administrative procedural law in Kazakhstan and the other countries of Central Asia, contributing to strengthening Rule of Law in the region. It aims at strengthening the knowledge of legal and judicial international standards and practices among judicial and legal professionals and civil servants in Central Asia.

European and Central Asian experts delivered presentations providing an overview on the legislations of European Union and Central Asian countries, explanation of the benefits of an administrative procedure code and a discussion its possible application by the Central Asian countries, the EU Delegation to Kazakhstan said.

The regional seminar on "Administrative Justice - Theory and Practice in European and Central Asian Countries" prepared the Common Agenda on Rule of Law for the EU-Central Asian Conference of the Ministers of Justice in Brussels on 6-7 December 2012.

As Project Team Leader, Xavier Barré, says: "The European Union and the Rule of Law Platform project support the creation by the Central Asian countries of a modern Administrative Procedural Code. Administrative Justice is a necessary component of Rule of Law in a modern and democratic state".

The "EU Rule of Law Initiative for Central Asia" project constitutes the overarching regional framework for enhanced cooperation in the Rule of Law area, aimed at supporting legal reforms in Central Asia and the sharing of EU experience. Under the auspices of the Rule of Law Initiative, the Rule of Law Platform regional project acts as a support mechanism to facilitate policy dialogue and promote the measures contributing to legal reforms in each of the Central Asian countries.
