ADB backs student accommodation in Kazakhstan through PPP advisory

ADB has signed a transaction advisory services agreement with the Ministry of Science and Higher Education and Satbayev University build modern, affordable, inclusive, and resilient student accommodation through a public-private partnership (PPP), the Bank's press service reported.

Under the agreement, ADB will act as transaction advisor for the project, which aims to develop student accommodation at Satbayev University under a design-build-finance-operate-maintain model. The agreement was signed by Minister of Science and Higher Education Sayasat Nurbek, Satbayev University Rector Meiram Begentayev, and ADB Country Director for Kazakhstan Utsav Kumar.

Under a new agreement, ADB will serve as the transaction advisor for a project to develop student accommodation at Satbayev University. The initiative, which will use a design-build-finance-operate-maintain model, was signed into action by Minister Sayasat Nurbek, Rector Meiram Begentayev, and ADB Country Director Utsav Kumar.

The project will help improve access to higher education and student welfare while mobilizing private sector investment for social infrastructure, said ADB Country Director for Kazakhstan Utsav Kumar. “This pilot is expected to set a replicable model for future student accommodation projects through PPPs across Kazakhstan.”

ADB will porvide preparation of feasibility studies and project documentation, marketing, and tendering. As a pilot under the new 2025 PPP Law, this user-pay project will be a first-of-its-kind initiative for international investors in Kazakhstan

Despite being the nation's largest technical institution, Satbayev University has limited accommodation, providing only 2,300 places for more than 10,000 students (80% of whom come from outside Almaty). This creates intense pressure on private rentals and highlights the need for new dormitory developments. 

ADB is supporting its third Kazakhstan PPP project, adding to previous energy and health initiatives. Furthermore, ADB aided in strengthening the local PPP legal framework, which contributed to the 2025 passage of a unified PPP Law.
