Accounts Committee: healthcare development program's realization ineffective
As the audit results show over 20% of the planned measures have not been performed during the first stage of the program's realization. Financial-economic mechanisms directed on final results achievement have not been implemented in full. The Committee also elicited the fact of transfer of KZT 158.1 mln budgetary means for unexecuted work.
The Accounts Committee recommended to the Government to develop certain mechanisms of increasing efficiency of the state program's realization. The Ministry of Healthcare was urged to enhance monitoring over the course of its implementation. Akims of the regions were instructed to enhance control over the timeliness of healthcare facilities commissioning and provision of intended expenditure of the funds allotted for the healthcare institutions construction.
