U.Shukeyev reminded that the world financial crisis powerfully impacted the housing sector. There were 62,000 home owners affected by the economic collapse. All their resources were frozen on the unfinished construction sites.

"I think that in this situation the Head of State took the most correct decision - to finish building of these facilities, and provide the home owners with their apartments", U.Shukeyev noted.

The Kazakh Government with support of mortgage lending and second-tier banks imposed a ban on new construction with participation of home investors. The Government's program worked through five mechanisms.

The measures taken gave positive results. From autumn, 2007 the problems of 49,284 housing investors were solved. As of February 1, 2011 it remains to complete 57 facilities with participation of 13,605 home owners. This year all sites with participation of home investors will be completed.

It is necessary to outline that solution of the home investors' problem became possible thanks to allocation of enormous financial resources from the state funds for completion of shared construction units.
