WEEKLY REVIEW: Property and money legalization kicked off in Kazakhstan

ASTANA. KAZINFORM - Kazakhstan Government uses loans from international banks not only to cover part of the republican budget deficit, but to finance priority investment projects in the economy.

On Monday, September 1, the city of Baku held Kazakh-Azerbaijani political consultations at the level of deputy foreign ministers. Kazakh delegation was headed by Samat Ordabayev, the Azerbaijani side - Khalafov. The consultations focused on bilateral cooperation of mutual interest. "Committees of ministries are provided with the authority to make decisions to ensure the implementation of state policy in the respective industries. Former functions of committees related to centralized control ensuring effective regulation of industries should be given to territorial authorities", said Nursultan Nazarbayev.

President noted that the formation of a single market power within the EAEC will start from January 1 2015. Therefore, power systems control should be centralized. Nursultan Nazarbayev instructed the Government to create a fund of obligatory medical insurance. In addition, Kazakhstan President Nursultan Nazarbayev ordered to adopt the Anti-Corruption Strategy of the Republic of Kazakhstan until 2025 before the yearend. On Wednesday, September 3, Minister of National Economy Yerbolat Dossayev announced that 1598 government functions will be transferred from the Government to the ministries. "In order to implement the Decree of the President of the Republic of Kazakhstan dated 25 August 2014, the draft constitutional law clarifies the authority of the Government of the Republic of Kazakhstan, in the development of main directions of socio-economic policy of the state, its defense capability, security, ensuring public order and ensuring their implementation," Y. Dossayev said. According to the Minister, non-governmental and non-ministerial central state organs are authorized to: implement strategic, regulatory, realizable and supervisory functions, implement strategic plans and programs. Amendments are planned to be introduced to 15 125 codes and laws. 1 598 state functions are provided to be transferred from the Government to the ministries. The ministries' functions for the adoption of legal acts, including development and adoption of standards and regulations for public services are expanding.
