WEEKLY REVIEW: Kazakhstan plans to join 30 best for Doing Business

ASTANA. KAZINFORM Kazakhstan observes growing number of professional farmers and better farm livestock breeds. The Government elaborated the action plan to rank among the top 30 for ease of Doing Business. The role of the National Chamber of Entrepreneurs is also growing in regulation of entrepreneurship.

"Kazcosmos needs annually KZT 2,5 bln for earth remote sensing from outer space," chairman of the National Space Agency of Kazakhstan Talgat Mussabayev told a Government Hour held on Monday at the Kazakh Majilis. "Currently, state bodies take interest in using earth distance remote sensing data to solve sectoral tasks for free. Kazcosmos may provide state bodies and organizations with earth remote sensing images free of charge if the budget allocates about KZT 2,5 bln annually to the Earth Remote Sensing Space System national operator for its exploitation costs," he said.

The Earth Remote Sensing Space System national operator includes two satellite vehicles of high and medium space resolution, ground purpose-oriented complex and earth remote sensing aircraft ground control centre in Astana. Kazakh Economy and Budget Planning Minister Yerbolat Dossayev and Director of the Global Relations Secretariat of the Organization for Economic Cooperation and Development (OECD) Marcos Bonturi met on Monday to debate cooperation between Kazakhstan and the Organization. "We highly appreciate the OECD support given to Kazakhstan in the spheres such as state administration and territorial development, raising competitiveness and improving the country's business environment, fiscal policy and environmental protection," the minister said.

Dossayev thanked the OECD Secretariat and OECD ministerial council for approving Kazakhstan's candidacy to obtain the country cooperation program for 2014-2016. The program is purposed to strengthen cooperation with the OECD units, raise efficiency of realization of the state economic policy.

"Approval of the country program by the OECD council will let the sides embark on a new level of cooperation, will also give an impetus to realization of joint initiatives and important projects," Dossayev noted.

Currently, the draft country program includes five spheres. It stipulates preparations to join recommendations and other legal instruments containing standards of the OECD countries, to conduct surveys and include other forms of cooperation. Kazakh Prime Minister Karim Massimov held on Tuesday a regular meeting of the Government. A number of issues of socio-economic development of Kazakhstan was on agenda. In particular, the meeting discussed and approved the draft Law on the principles "Yellow pages rule" and an action plan for joining the top 30 countries of the World Bank's Doing Business by 2016, which were presented by Regional Development Minister Bolat Zhamishev. Zhamishev also presented the draft Law on homeownership. According to him, the main drawback of the current mechanism of homeownership is the inability to use the funds of estate investors for completing the construction. For further development of the industry there were developed mechanisms to ensure minimization of risks in using the funds of homeowners. Following the discussion the bill was approved by the Government. Minister of Economy and Budget Planning Yerbolat Dossayev reported on the implementation of the comprehensive plan of privatization for 2014-2016. Agriculture Minister Assylzhan Mamytbekov told about the amendments and additions to "Agribusiness 2020" Program made with the purpose of implementing the President's instructions. Head of the National Managing Holding "KazAgro" Dulat Aitzhanov reported on the holding's investment projects. According to him, the investment portfolio includes 417 projects totaling 263 billion tenge. 310 projects worth 198 billion tenge were put into service. 11 thousand jobs were created. Transport and Communications Minister Zhenis Kassymbek and Vice President of JSC "Kazakhstan Temir Zholy" Adelsha Yermukhanov informed of the realization of big projects in the field of road and railway transport. The projects are Western Europe - Western China, Center - South, Center - East and Center -West. Minister of Oil and Gas Uzakbay Karabalin reported on the general gasification scheme for 2015-2030. "This program document is being developed in Kazakhstan for the first time, and it defines the strategic directions for reliable gas supply to consumers," he said. On Wednesday Prime Minister Karim Massimov instructed the Ministry of Regional Development to prepare draft model regulations on interaction between government agencies and the system of the National Chamber of Entrepreneurs.

"Last year agricultural enterprises of Kazakhstan had significant increase in the production of meat, milk and eggs," acting director of the department of production and processing of agricultural products Yerkebulan Akhmetov said today at the board meeting of the Agriculture Ministry chaired by Asylzhan Mamytbekov. "In 2013 meat production totaled 871,000 tons which is 3% more than in 2012. Accordingly, milk production increased by 1.6 percent", said Y.Akhmetov.

According to him, as of June 1, 2014, the Ministry recorded an increase in the production of major livestock products. The highest share of processed products in the total production of meat and milk is seen in the Almaty, West Kazakhstan and East Kazakhstan regions.
