"Today, the paradigm and format of the global process are changing rapidly - the world enters into the postindustrial development stage. In this new epoch the basis of a country's welfare consists not only in the natural resources or developed industrial base. According to experts, 15% of the total national wealth of the most successful countries takes material values, 15-20% - natural resources and 65% - human capital", N.Nazarbayev said.

"People with their knowledge and skills form the basic strategic resources of development. This approach had the key importance in the leading economic development of a range of states such as Japan, Finland, South Korea, Singapore, Brazil, etc. Knowledge becomes a driving force of the progress, a source of new benefits.

In this regard, today we rapidly solve the task on shifting the Kazakh economy into an innovative-technological platform. Such strategy helps Kazakhstan to withstand the most difficult in last decade world crisis, provides new economic growth", the President said.
