Statistical declaration rules unchanged in Customs Union
MINSK. January 17. KAZINFORM. The procedure of statistical declaration of commodities after the introduction of new customs declarations in the Customs Union has not changed, Deputy Chairman of the State Customs Committee of Belarus Sergei Borisyuk said during an online conference hosted by the BelTA website on 14 January.
The form of the statistical declaration and the periodical statistical declaration as well as rules about how to fill them in and submit them have not changed, said the official, Kazinform cites BelTA www.news.belta.by .
Sergei Borisyuk pointed out that those that have to fill in customs declarations should abide by Customs Union Commission resolution No. 257 of 20 May 2010 as revised by Customs Union Commission resolution No. 379 of 20 September 2010, Customs Union Commission resolution No. 289 of 18 June 2010, Customs Union Commission resolution No. 376 of 20 September 2010, and Customs Union Commission resolution No. 378 of 20 September 2010. There is also order No. 494-OD "Peculiarities of filling in transit declarations in the transportation of commodities via the Republic of Belarus" of the State Customs Committee of 30 December 2010.
Sergei Borisyuk also answered several other questions, including those concerning the filling in of customs declarations. In particular, he said that the customs value of a commodity in some fields is rounded off to an integer, with two zeroes specified after the dot. In the commodity declaration in field 47 "Calculation of payments" and field B "Details of the calculation" the specified customs payment or another payment that customs authorities are supposed to levy is rounded off up to an integer.
The official said, if goods are declared after they are made, the declarant has to specify the registration number of another customs document that had authorized the release of the goods. He pointed out that temporary storage of commodities is not a customs procedure and this is why the declarant does not have to specify the number of the document that confirms the temporary storage of commodities in this field.
