Taking the floor OSCE Chairman-in-Office, Secretary of State-Minister of Foreign Affairs of Kazakhstan Kanat Saudabayev noted high level of the conference and wide geography of participants.

'This year is a symbolic year for the process of disarmament. Common position of the world leaders on nuclear safety at the Global Summit, good results of the Review Conference of the Parties to the Nuclear Weapons Non-Proliferation Treaty, signing the START-3 Treaty byRussia and the U.S.A. - all these factors underlay brand new relations in military and strategic spheres and demonstrated determination of the entire world to overcome stagnation in global disarmament process.

According to K. Saudabayev presidency of Kazakhstan in the OSCE is an objective recognition and appreciation of the success of Kazakhstan and its President Nursultan Nazarbayev in socio-economic and socio-political development of the country by international community. Besides, it serves as proof of growing weight of the Central Asian and Caspian regions on the global arena.

"However our region is the center of the most acute problems of today such as the rehabilitation of Afghanistan, nuclear program of Iran and Nagorno-Karabakh conflict. The problems of drug trafficking, organized crime, terrorism etc. are closely connected with them.

"It is not the exaggeration to say that the stability of the whole world depends on the stability of our large region", K. Saudabayev emphasized.

"Nursultan Nazarbayev's initiative to host the OSCE Summit this year will become a unique chance for open discussion of the disarmament and nuclear weapons non-proliferation problem. And today's conference can submit its propositions regarding the agenda of the oncoming Summit", K. Saudabayev resumed.
