As Deputy Minister of Foreign Affairs Nurlan Yermekbayev said, the agreement was signed on October 3, 2009 within the framework of the Summit of Turkic-speaking countries in the city of Nakhichevan. "Taking into account the common ethnic basis, similarity of languages and cultures, cooperation with Turkic-speaking states is one of the most important directions of Kazakhstan's foreign policy. All Turkic countries have common politico-economic and cultural-humanitarian space", he noted.

The document provides for the formation of a standing secretariat in Istanbul for monitoring the implementation of the decisions made during the Summit. The secretariat will be financed from a separate budget, which will be formed in accordance with a separate agreement. The agreement will come into force as soon as all the three states - Turkey, Azerbaijan and Kazakhstan - ratify it.

The progress of ratification will be discussed at the 10th Summit of Heads of Turkic-speaking states planned for September 16 in Istanbul.
