Senate adopts new Law 'On Science'
ASTANA. January 27. KAZINFORM /Muratbek Makulbekov/ The Senate of the Kazakh Parliament adopted the Law "On science" at the plenary session.
"The bill provides the legal basis for establishing a new national scientific system meeting requirements of the modern economy and aimed at Kazakhstan's competitive growth", Minister of Education of Kazakhstan Bakytzhan Zhumagulov said presenting the bill.
According to him, a new model of science management is provided by the bill. Firstly, the role of scientists in decision making process increases. The bill specifies strategic, administrative and expert functions in the science managing system. The Higher Scientific and Technical Commission is given more functions. The main innovation of the bill is establishment of the National Scientific Council consisting of outstanding national and foreign scientists.
The Senators have also considered and adopted the draft Law "On amendments to some legislative acts of Kazakhstan on the issues of science".
