Samruk-Kazyna Fund discussed mechanisms of housing realization with Kasipkor Holding

During the meeting the Director of Asset Management (sales) of "Samruk-Kazyna National Welfare Fund" JSC Timur Kaldybayev informed the employees on the development of rules and procedures for housing acquisition for rent and lease-purchase. There was a demo version that allows people to apply for participation in the distribution of apartments online.

Participants were interested in the following: Will the server running the application stand such a large number of online requests?; is there an age limit for participation in the program and how will applicant's ability to pay be determined?.

"It is assumed that before three months to the date of a residential complex substantial completion, "NWF "Samruk-Kazyna" JSC website will provide information about the property. All those wishing to buy property in the residential complex or get it in the lease-purchase will need to visit the fund's website, then select a specific apartment complex, as well as interested type of apartments and submit the application. The website will automatically register the time of application insitu and the requester will be assigned a serial number. Timur Kaldybayev added that people will be informed about sending application date through mass media and the company website.

The partakers of the meeting agreed that the online acceptance of applications is a very convenient process allowing to avoid unnecessary queues and saves time. Application can be easily submitted and tracked. The proposed mechanism guarantees the transparency of distribution of apartments according to the program.

The main factor for the program participants is ability to pay and willingness to enlist housing distribution. The program is designed for people with average earnings having stable income, but without a house of their own.

Priority will be given to people who have no property or those who need better housing.

Price per square meter of housing within the first year of program realization will not exceed KZT 180 thousand (tenge) (for Astana, Almaty, Atyrau and their suburbs). In other regions it will be less than KZT 144 thousand. Compact apartments to be built as follows: 35 square meters (1 room), 45-50 square meters (2 bedrooms), 70-75 square meters (3-room apartment). Hire-purchase contracts can be entered up to 15 years.

Construction has already started in Almaty region. "Asyl Arman" apartment complex is a middle class housing. Share of "National Welfare Fund " Samruk-Kazyna" in the project makes 80% and the total housing area is about 120,000 square meters, the number of apartments are equal to 2376.
