RAIMZHAN MARSEKOV

RAIMZHAN MARSEKOV (was born in 1879) is a lawyer, socio-political activist, member of Alash Party, one of the founders of Saryarka newspaper.

He was born in Aiyrtau volost of Ust-kamenogorsk uezd of Semipalatinsk gubernya (modern Ulansk region of the Eastern-Kazakhstan oblast). He graduated from Omsk classical gymnasia course, juridical faculty of the Petrograd university. From his student life he was engaged in political life, he was under surveillance of gendarmerie from 1899, before the revolution he worked as the attorney at law in Semipalatinsk. He made frequent publications in the ?Kazakh? newspaper and ?Aikap? magazine, which later turned into the point of view of the national intelligence in the beginning of the XX century. His associates were A.Bokeikhanov, A.Baitursynov, M.Dulatov, B.Karatayev, Kh.Gabbasov, J.Akpayev, M.Jumabayev, J.Tleulin and others. Perfecting his competences as orator and publisher, socio activist and defender of offended R.Marsekov naturally and harmonically shared the idea of independent state and party formation. His creations, which were written a century ago are still actual today. In 1902-1911 he worked as a member of Semipalatinsk division of the Western-Siberia department of the Russian Emperor geographic society, in 1902-1908 as the assistant of Semipalatinsk court. In 1917 from the 27th of April till the 7th of May he was the Head of Semipalatinsk oblast congress of Kazakhs. During this congress he spoke with a big report. From the 14th of April 1919 he was the Head of Semipalatinsk oblast land committee. Making such multisided work, he didn?t forget about moral problems of his people. Learning Kazakh literature, he was the first to suggest to consider the history of literature in different periods. Particularly he recommended to divide the period of literature formation into three steps: ancient ? before written language, second ? from the beginning of writing till Abai time, third ? new period. After the October revolution in 1917 he was elected as the Head of oblast Kazakh committee and the member of oblast executive committee of Semei. At the same time he combines the post of the Head of new timely Kazakh court in Semei city. From the 17th of January 1918 till the 23rd of June 1919 he was the Head of the Oblast land committee of Semei. He administered the business of the Secretary, administration and jails. In Summer 1918 he went to China with the fifth delegation of Alashorda party to ask to help Kazakhs, who suffered from expulsion in 1916-1917. He took part in the formation of Alash regiment, which began its formation with the Law of Alashorda authority ?About Alash regiment? in June 25, 1918. He went to all uezds to gather 30 recruits in the age of 30-35 years old. He was the member of the extraordinary Kazakh investigation court committee, which was formed by the Alashorda authority in June 13, 1918 to punish Kazakhs-bolsheviks. During the civil war to provide local population with food, he made contract with American company Meyer in Vladivostok and changed 15 millions of rubles for raw material in the name of Semei zemstvo. He provided people with all needed goods. In the beginning of 1920 he lived in Zaisan city, where he was the Head of the military reservation and the Head of a little Alash detachment. When the reds came he went to China. In 1922 he returned to Semipalatinsk Gubernia, where he worked as the inspector in the executive committee of Semei Gubernia. The same year he became exile and was accused as nationalist and went again to China. Till 1937 he taught in China. Probably in 1937 he was imprisoned and killed by the Chinese authority from the leveling of NKVD, or died in jail of Semei Gubernia One of the Semei streets is named after R.Marsekov.
