Purchase procedures of companies of ?Samruk Kazyna? Fund?s group defined: K.Kelimbetov

ALMATY. January 30. KAZINFORM /Daniyar Sikhimbayev/ ?Total spending for goods and services purchase of companies of ?Samruk Kazyna? National Welfare Fund?s group is planned in the rate of KZT 685 bln this year?, Chairman of the Fund Kairat Kelimbetov has said today at the session on the public purchase in Almaty, Kazinform reports.

It was noted that there are over 400 daughter companies in ?Samruk Kazyna? Fund that provide about a quarter of the national GDP. ?Upon the results of the plenary session of the Foreign Investors? Council the Head of the State set the task on increase the Kazakh producers' participation in public purchases of the national companies, especially, by procurement of goods and services of the local producers and reps of small and middle business?, the Head of the Fund said. K.Kelimbetov noted that in order to follow a single policy in the sphere of purchases, General rules of procurements' implementation for all daughter companies have been adopted in the Fund?s companies group. The rules provide support of the national importers, reps of small and middle business, and organizations of disabled persons, define more flexible approaches to the procedure of purchases. In order to follow the Kazakh Government?s instruction, the General rules provide mechanism of increase of Kazakhstani participation and its monitoring. In the first quarter of this year the Fund together with interested state bodies will accomplish the work on modernization of procedure on involvement of Kazakhstani producers that will be followed by all companies of the Fund?s group. ?Realization of centralized and obligatory independent marketing to make budget proposals and implementation of purchases are provided in order to prevent unreasonable prices from the side of suppliers. Realization of such approach requires to establish an independent expertise of prices, development and adoption of corresponding legislative documents?, K.Kelimbetov noted.
