President must have free knowledge of state language - Central Election Commission
ASTANA. February 11. KAZINFORM /Arai Temirgaliyeva/ "Free knowledge of the state language is a constitutional requirement. It is established at a meeting of the Linguistics Commission which is set up in accordance with the requirements of the Constitutional Council", Vice Chairman of the Commission Vladimir Foos has said it at the meeting with the representatives of foreign diplomatic missions and heads of international organizations held at the Kazakh Foreign Affairs Ministry today.
"The CEC developed the rules on how the language exam should take place. Those rules were registered in the Ministry of Justice with the CEC. As you know, it is necessary to prepare a written work - not less than 2 pages, then to read three pages in Kazakh and to speak on a topic suggested by the Linguistics Commission within 15 min. Among the members of the Linguistics Commission are our prominent scientists and linguists", V. Foos said.
"The CEC does not evaluate the level of the candidates' knowledge of the state language. The CEC gives its final conclusion on the basis of the decision made by the Linguistics Commission", he stressed.
