Political stability and regional security in era of globalization: Experience of Kazakhstan
ASTANA. November 12. KAZINFORM Embassy of the Republic of Kazakhstan in cooperation with the Institute of National Security Study, INSS, organized a Conference: «Political Stability and Regional Security in the Era of Globalization: Experience of Kazakhstan» on November 2, 2009.
Galym Orazbakov, Ambassador of the Republic of Kazakhstan to Israel, Prof. Galymkair Mutanov, rector of the East Kazakhstan Technical University, Member of the Presidium of the Kazakh Natural Sciences Academy, and Bulat Auelbayev, Deputy director of the Kazakhstan Institute for Strategic Researches under the President of the Republic of Kazakhstan took part in the Conference from the Kazakhstan party.
Mrs. Fania Kirshenbaum, MK, Head of inter-parliamentary association «Israel - Kazakhstan», MK Mr. Robert Tiviaev, Mr. Pinhas Avivi, Deputy general-director of the Foreign Ministry of Israel, well known political scientists Mr.Jacob Roi (Tel-Aviv University), Mr.Tsvi Magen (INSS), Mrs.Branda Shafer (Haifa University), Mr.Giora Eiland (INSS), Mrs.Emili Landau (INSS) and others participated from the Israeli side.
Dr. Oded Eran, director of INSS, and Dr. Zeev Khanin, Chief Scientist of the Ministry of Immigrants Absorption, acted as moderators of the Conference.
The major aspects of very actual themes - non-proliferation of mass destruction weapons - were considered at the Conference. Genuine interest in that event was caused by discussion of global and regional security within the frame of the Shanghai Cooperation Organization (SCO), Conference on Interaction and Confidence Building Measures in Asia (CICA), and also factors of development of foreign policy balance. Kazakhstan will have a chairmanship in OSCE in 2010. Security issues will be the cores in the program of actions of Kazakhstan on this position.
«We suggest Israel to pay attention to our experience and our understanding of regional and global security issues and, certainly, on the initiative of Nursultan Nazarbayev, the Head of our state, to declare the day of closing of Semipalatinsk Test Site on August 29, as an International Day Free of Nuclear Weapon», - Ambassador Galym Orazbakov noted in his speech.
Issues of development of Kazakhstan were mentioned as without internal political stabilization, carrying out of democratic and economic transformations we can not speak about initiatives in regional or global scale.
Comprehension of Israeli vision on these aspects is quite important. Regional safety here in the Middle East is very sensitive, essentially influencing global security.
Using the chance to be in Israel, Prof. Galymkair Mutanov, Rector of the East Kazakhstan Technical University, made acquaintance with Israeli education system. He visited Tel-Aviv University and the University Centre of Samaria in Ariel. The Memorandum of Cooperation in the field of scientific researches and education programs was signed with UCS.
