PM urged to prepare updated methodological basis for development of strategic plans
ASTANA. May 4. KAZINFORM /Serik Sabekov/ Kazakh Prime Minister Karim Massimov has charged the Ministry of Economic Development and Trade together with Finance Ministry to prepare an updated methodological basis for development of strategic plans till May 20.
He noted that after consideration of the reports on implementation of the strategic plans and memoranda by the state bodies in 2009 it was necessary to coordinate further activities. "The existing legal acts on development of strategic plans and budgets should be amended", the Premier said.
"In this context it is necessary to remember several aspects. Firstly, any strategic plan should be focused on the key strategic directions and goals, but not cover all spheres of work of state bodies. Secondly, it is necessary to tighten requirements for the formulation and selection of strategic objectives and tasks. Thirdly, strategic purposes and tasks should fall within budget. Fourthly, strategic plans of the central executive bodies should be coordinated with the territory development programs and strategic plans of the local executive bodies", K. Massimov resumed.
