OSCE chairmanship enhances Kazakhstan's investment potential - Majilis Deputy S. Temirbulatov
ASTANA. October 1. KAZINFORM /Muratbek Makulbekov/ The presidency of Kazakhstan in the OSCE is a new level of strategic partnership with the post soviet union states, new way of communication with all the countries from Vancouver to Vladivostok. The International Parliamentary Conference 'The OSCE and the CIS - new opportunities, new prospects' is to take place in St. Petersburg at the end of October on Kazakhstan's OSCE chairmanship.
The representatives of the national parliaments, prominent politicians and experts from the CIS will take part in the Conference.
Majilisman Serik Temirbulatov kindly answered the questions of our journalist on the relevance of the presidency in such an authoritative organization as the OSCE.
Mr. Temirbulatov, what are the most significant advantages of the presidency?
First of all it should be noted that the presidency of Kazakhstan in such organization as the OSCE is a good proof of the trust that Kazakhstan enjoys on the international arena.
Authoritative state not being a presiding country in an international organization has good investment opportunities for optimizing the conditions for economy development. It all positively reflects the social-economic state of the country. It is more visible for people than all possible explanations about advantages of the presidency in the OSCE.
The OSCE has existed for 35 years already. The Organization has become a real mechanism of ensuring security not only in Europe but in the whole world because the countries from Central Asia and North America are also the members of the Organization. Besides, it is the first time in history when a Central Asian state presides in the OSCE that is according to many politicians and experts Kazakhstan is a leader in the region.
What is the advantage of Kazakhstan's presidency for the OSCE?
Selecting our country as a chairman of the OSCE representatives of the most of 56 member states expressed their opinions about a new impetus Kazakhstan would give to the development of the Organization including the issues of regional security and resolution of protracted conflicts. It is obvious now that we succeeded in reaching the goals and accomplishing the tasks.
Now analyzing the period of more than a half of the term we can note that all the expectations came true. The upcoming OSCE Summit in Astana on December 1-2 is called on to sum up the results of the activity of Kazakhstan as the presiding in the OSCE country in the realization of the initiatives Kazakhstan proposed.
In your opinion, what are the most important commitments of Kazakhstan's OSCE chairmanship?
As for me, I am mostly interested in the so-called third basket of the OSCE commitments - human dimension which is closely connected with supremacy of law and human rights. Due to chairmanship of our country in the OSCE new impulse is given to civilized solution of problems in these fields.
Do we need quick implementation of western democratic standards into our judicial system?
It is impossible to implement western standards in a short span of time. We do not set such goal currently. We should do it taking into consideration the peculiarities of our system, as the Head of State said. In his last Decree in August N. Nazarbayev highlighted the necessity of improvement of the law-enforcement system and ensuring public security on the basis of western practice.
What results do you expect from the International Parliamentary Conference in Saint Petersburg?
The forthcoming International Parliamentary Conference in Saint Petersburg on October 28 will focus on new opportunities and prospects of the OSCE and the CIS as well as on Kazakhstan's chairmanship in the OSCE. The Commonwealth should learn a lot from the OSCE, in particular, in the issues concerning supremacy of law and human rights. We should use this opportunity in the interests of Kazakhstan.
