The Kazakh President's Message confirms that Kazakhstan is not going to play the role of a passive OSCE chairman and is ready to raise 'too heavy' issues.

The phrase, that OSCE's 'Achilles' heel' is the fragmentation of three spaces, lack of the Eurasian space in the development process of the Organization's potential, demonstrates that Kazakhstan will strive to give the OSCE a character, which will allow to perceive it as the whole one.

As I suppose, the way to this lays through reforming. In this connection Kazakhstan pays special attention to the Corfu process, which opens a way for a big dialogue. Astana intends to give an impulse to the OSCE development as an important platform for the global dialogue.
