Nazarbayev chaired session on Kazakhstan's socioeconomic development
ASTANA. July 13. KAZINFORM The Head of State Nursultan Nazarbayev chaired a session on problems of socioeconomic development of Kazakhstan, Kazinform has learnt from the President's press service.
Prime Minister K. Massimov, Secretary of State M. Kul-Mukhammed, Head of President's Administration A. Mussin, Deputy Head of President's Administration B. Mailybayev, Deputy Prime Minister Y. Orynbayev, Minister of Economic Development and Trade B. Sagintayev, Minister of Finance B. Zhamishev, Minister of Labor and Social Protection of Population G. Abdykalikova, Minister of Education and Science B. Zhumagulov, Minister of Culture and Information D. Mynbai, and Head of Central Office of Nur Otan Party K. Aksakalov were in attendance.
In his opening words the Head of State noted that despite uncertainty in the world economy and foreign markets Kazakhstan's economy demonstrated positive dynamics. The GDP growth made 5.6%, the real earnings of population increased for almost 13% and the salaries went up by about 12%. At the same time the inflation rate amounted to 2.7% in January-June 2012.
"We need to discuss the implementation of instructions given in my article "Social Modernization of Kazakhstan: Twenty Steps Towards a Universal Labor Society". Our achievements should be directed to the improvement of life of all Kazakhstanis. We have developed all necessary programs and financial resources have been allotted for implementation of these programs. The programs should be implemented at a local level. It all should encourage our people to create and shape up the labor society. Only people who work hard can become successful and prosperous. The twenty instructions highlighted in the article are to deepen the process of social modernization in our country. Today we have gathered here to map out the ways of implementation of these instructions," Nursultan Nazarbayev stressed.
The Head of State underlined the philosophy of labor society formation might become the basis of modern economy resistant to crisis.
"Some 4.2 million people in Kazakhstan receive social payments, allowances and pensions. The sum of social payments hit the mark of KZT 1.1 trillion. Not all countries can maintain such high level of social policy. We can do that and that is why we call Kazakhstan a social state.
The majority of instructions given are not cost-based. These are law-making and organizational measures. All documents that I have charged to develop and adopt should be specific. The timeframes are reasonable. I charge Prime Minister to exercise personal control over the process of preparation of these documents.
I have suggested a new philosophy of development of labor society. It is of paramount importance not only to implement all twenty instructions but also to provide large-scale ideological and information campaign at the national and regional levels. Mass media have already kicked off the information campaign. The Government, all central and local government bodies and social institutions are to join this initiative," President Nazarbayev said.
The Kazakh Leader charged the Government to develop and approve the implementation plan of 20 instructions on social modernization.
