N.Nazarbayev: Research councils to dispose of funds without interference of public officials
ASTANA. September 4. KAZINFORM /Aygul Tulekbayeva/ - President Nursultan Nazarbayev backs the idea to set up research councils. "This will allow to curtail administration interference and let science develop", - Nursultan Nazarbayev said Friday at the sitting of the Council on Science and Scientific Policy.
"The main duty of the research councils will be to select scientific projects and decide on providing grants, which means funds will be disposed by scientists, not public servants", the President pointed out.
According to the President, research councils must be created for each key branch of economy and involve Kazakhstani scientists, international experts, representatives of companies and NGOs operating in this sphere and certain state organs.
"A research council must be the only body to study grant requests from scientists without interference of public officials" he added.
