MPs endorse denunciation of the Agreement on common export control for EurAsEC
ASTANA. KAZINFORM - The Senate of the Kazakh Parliament has adopted the draft law "On the denunciation of the Agreement on common export control among the Eurasian Economic Community member- states.
The draft law was presented to the deputies by Vice Prime Minister - Minister of Industry and New Technologies Asset Issekeshev. In particular, he said that Kazakhstan ratified the agreement in 2005. However, it came into force only in December 2007, except for certain items which will come into effect from the date of accession of the Kyrgyz Republic and Tajikistan to the single customs territory of the EurAsEC. In addition, according to the Minister, the Agreement contains the issues constituting threats to national security, as the list of products subjected to export control includes explosives, chemical, biological and nuclear materials. "Instead of the agreement the CU states will adopt another document, this decision was agreed by heads of states in 2010", Deputy Prime Minister said. According to the Committee on Economic Development and Entrepreneurship of the Senate, "in case of the agreement's entry into force the mentioned articles provide for free movement of goods and technologies subjected to export control within the territory of the EurAsEC member-states (Kazakhstan, Russia, Belarus, Kyrgyzstan and Tajikistan)." "Products subjected to export control pose a threat in terms of its potential use in manufacturing mass destruction and conventional weapons. Thus, the uncontrolled movement of goods and technologies subjected to export controls, may lead to a breaching Kazakhstan's international obligations, including UN Security Council sanctions regimes and requirements of international expert control", the statement reads. In accordance with the Law "On international treaties of the Republic of Kazakhstan", the agreement was subjected to denunciation.
