Members of Parliament must considerably intensify their work - Nazarbayev
ASTANA. July 10. KAZINFORM President of Kazakhstan Nursultan Nazarbayev instructed the Government together with the Parliament and the People's Democratic Party Nur Otan until the end of 2012 to develop and submit for approval a deeply researched conceptual plan of legislative work.
This is stated in the Nazarbayev's program article on the social modernization of the country.
According to the President, it is important to involve all government agencies, as well as the governors of regions, which should make concrete proposals to enhance the effectiveness of existing laws and planned development of new laws.
In particular, under the new legislation on youth policy and social employment it is proposed to create mechanisms of "social lifts" for young Kazakhs. In addition, according to Nazarbayev, it is necessary to form legislation concerning the national system of professional qualification. The Kazakh society needs a law on social standards and guarantees of social rights, which would contain the minimum key performance indicators.
"At that, the most popular legislative acts should be considered at the next session of Parliament. And we should make it a rule that new laws should comprehensively address the relevant issues, have a direct effect, meet expectations of the Kazakhstanis, make people's lives easier and more comfortable, be understandable and accessible to all," Nazarbayev noted in the article.
