But Medvedev insisted that everything would be ready in time for the opening ceremony of the Games on February 7.
"To tell you the truth, I'm not sure that everything will be ideal and smooth," he said. "But I don't think we'll have the worst variant. I have a certain enthusiasm and I don't have any concerns about the Olympics."
Sports Minister Vitaly Mutko visited Sochi earlier this week and said that all sports facilities were ready. But he revealed some ongoing technical issues and delays in building some accommodation.
Concerns about a lack of snow have been eased by substantial snowfall in recent weeks. But Russia's top weather forecaster has warned that a so-called "snow cyclone" may make conditions difficult for athletes in the mountains.
The Russian cabinet approved almost $50 million in extra subsidies for the Games' local organizing committee on Wednesday.
Total government subsidies for the organizing committee now stand at 13.85 billion rubles ($420 million). The committee also draws revenue from sponsorship as well as contributions from state-owned companies.
The first Winter Olympics in Russia will be held on 7-23 February.
