The International Children?s Day is one of the oldest international holidays; it is marked all over the world since 1950. The Women?s International Democratic Federation made a decision on it at the special session in November, 1949. The UN supported this initiative and announced children?s protection of rights, life and health as one of the priority for its activity. The UN adopted the Declaration on the Rights of Children which comprised articles appealing parents, official bodies, local authority, government and non-governmental organizations to acknowledge rights and freedoms of children. The Declaration had only a recommendation character and had not a binding force. Later the UN adopted the Convention on the Rights of the Child in November, 1989 signed by 61 countries. According to UNICEF more than half of children in the world live in families where physical and psychological violence is usual and every tenth child often becomes a victim of violent behavior of adults. The child mortality rate in less developed countries is almost twofold higher than in developing countries.
