Majilis speaker criticizes law-drafting quality

ASTANA. KAZINFORM Speaker of the Kazakh Majilis Kabibulla Dzhakupov proposed to create a national legislation think-tank, the Chamber's press service said.
"The new institution, as the single center for elaboration and scientific support of state-legal system development, could more fundamentally formulate the concept to monitor and control the country's law-making," the speaker told the joint session of the Parliament Chambers. According to him, it is necessary to form such a scientific research centre due to undergrade bills submitted by the Government to the Parliament. 267 draft laws were submitted to the Majilis of the fifth convocation at large. 43 of them were sent back due to their ineligibility.
