According to Kussainov, lack of high-qualified specialists in civil aviation is a serious issue in training personnel in this sphere. "In this view, on the initiative of the Ministry the leading airline enterprises of the country have developed special staff-training programs. Thus, by 2015 domestic airline companies will fully consist of Kazakhstani pilots", he said.

"We mean here first of all Air Astana Company. 90 foreign pilots are working there to date. By 2015 its air crew will consist of only Kazakhstani pilots", Vice Chairman of the Civil Aviation Committee of the Ministry Talgat Lastayev clarified in an interview to the journalists.
