Kazakhstan to form category A candidate pool

ASTANA. November 1. KAZINFORM The draft law "On amendments to some legislative acts of the Republic of Kazakhstan on civil service" was submitted to the Kazakh Majilis on October 30.

In this regard chairman of the Kazakh Agency for Civil Service Affairs Alikhan Baimenov held a press conference to make public the amendments inserted to the law.

The draft law was elaborated to fulfill the provisions of the Concept of new model of civil service approved by the Head of State last July and pursuant to tasks set. The Concept sets the following targets for the country's administration: 1) formation of new and effective administration management mechanisms, including HR management; 2) increase of quality and accessibility of public services and re-orientation of public administration as service delivery agency to its citizens; 3) raising the image and status of public servants, promoting integrity and transparency principles in civil service.

The draft law foresees also formation of the category A administrative state posts. As soon as the law adopted the staff policy national commission and regional staff commissions will be set up to form the category A staff pool.

As he international experts note, when the bill is adopted the Kazakh model of civil service will meet the best international practice taking into account the  modern trends.
