Kazakhstan to develop concept of cultural policy by Oct 2014: Minister

ASTANA. January 21. KAZINFORM The draft decree of the Kazakh President "On the concept of cultural policy" should be drawn up until October 1, 2014, Economy and Budget Planning Minister of Kazakhstan Erbolat Dossayev told the Government meeting Tuesday.
"The draft will pay utmost attention to the qualitative buildup of human capital through the introduction of sophisticated training programs, gradual transition to autonomy by top-ranking universities and obligatory medical insurance," he added.
