Kazakhstan needs specialized agency on financing innovation projects - expert H. Kotilainen
ASTANA. October 10. KAZINFORM /Muratbek Makulbekov/ Kazakhstan needs a specialized agency on financing innovation projects in order to pursue innovation policy, foreign expert Heikki Kotilainen participating in Kazakhstan-2030 Strategy: opportunities and prospects of new decade of Kazakhstan International conference in Astana considers.
In his opinion, the Government should exercise planning functions while the functions of financing should be delegated to a specialized body. "Certain projects must be developed within the governmental plan. Their estimation must be carried out by authorized scientific organizations. After then the agency will consider the issue of financing the project and will define the share of state funds in it", he said.
"For example, over 15 years half of key projects of Finnish enterprises and 60% of important innovations have been funded from state reserves. Moreover, state financing solves the problem of risk-sharing", the expert noted.
