Kazakhstan needs reform of law-enforcement system - President's Address to the Nation

ALMATY. January 29. KAZINFORM /Yekaterina Ionova/ In the annual Address to the Nation President Nursultan Nazarbayev has voiced the country's development program till 2020. Alongside the Head of the State summed up the results of the previous decade and set new ambitious goals for the new period. Nikolay Belorukov, a member of the Constitutional Council of Kazakhstan, has said it commenting on the Message "New Decade - New Economic Growth, New Opportunities of Kazakhstan" delivered at the joint session of the Parliament Houses in Astana today.

"Special attention was given to judicial reform. As the President stressed, law-enforcement system of the country must be reformed. The Head of the State named major deficiencies of the system, like ineffectiveness of its activity, duplication of work of law-enforcement bodies which leads to non-transparency of the system, lack of control over its activity, shortages in personnel policy and loss of trust of the population", N. Belorukov said.

"In this view, the President highlighted the necessity of reforming the law-enforcement system which provides with the optimization of law-enforcement bodies first of all. Secondly, the reform will allow delimiting the competence and responsibility of each area, humanize our criminal legislation, develop new mechanisms of parliamentary and public control over the activity of law-enforcement bodies in order to make their work more transparent", he noted.
