Shibutov emphasized that one of the central aims of the party is the development of human capital and building an economy that serves the interests of society as a whole.

“The economy must work in the interests of the entire society. In constructive terms, the party advocates that the state should help those who truly need support. At the same time, it is necessary to foster a culture of responsibility, work, and independence,” he noted.

He stressed the importance of preventing any form of discrimination and ensuring equal treatment of citizens regardless of origin, gender, or other characteristics.

He also highlighted the need for social stability and legal culture.

He stressed society must develop based on law and order, mutual respect, and civic harmony.

As the philosophical foundation of the party, Shibutov outlined solidarity and constructive development — joint progress of society, power of ideas and values instead of populism, meritocracy — success based on knowledge, work, and achievement, and network organization — enabling citizens to participate in social and political life.

According to him, the party’s program aims to build a “responsible modern Kazakhstan”, where honest politics, effective governance, and active citizen participation are key.

“A Just Kazakhstan is a state where power is accountable to society, the economy works for national development, and citizens feel responsible for the future,” Shibutov emphasized.

He added that this vision reflects the goals toward which the Adilet Party is striving.

More than 9,000 delegates from across Kazakhstan gathered at the party’s founding congress.

Earlier, Adilet chairman outlined party's ideology and key principles.
