ASTANA. July 1. KAZINFORM According to recent independent research "Vision 2050: The new political and economic map of the world", Kazakhstan is one of the probable leaders in social political development. Research was conducted by the independent Post-Crisis World Institute Foundation by 303 experts from 63 countries.
Kazinform correspondent had a conversation with one of the leading experts, Head of Department of Civilizational Development of the East of the School of Asian Studies, acting member of the Russian Academy of Natural Sciences Professor Aleksey Maslov.
Please, tell us about the study conducted by experts, its criteria and results?
The research is a cumulative opinion of various experts from around the world, from the U.S., China, Russia and a number of Latin American and European countries. The result was statistically average, considered opinion of experts. Many countries that are highlighted in the report as developed, emerging or promising, are those that position themselves correctly in the mass media around the world.
Kazakhstan is doomed to become one of the leading "Asian tigers" in future, the country with perspectives and sustainable development. It means not only formal success of Kazakhstan, (GDP growth, investment attraction), but also that the country, as a developing state, is well-known around the world. I want to note that it is no wonder that Chinese or Russian experts call Kazakhstan a perspective country, but when experts from the U. S., Europe and even Latin America speak about its phenomenon - it is the result of the right positioning.
It is necessary to note that experts called Nursultan Nazarabyev as one of the five biggest leaders along with Angela Merkel, Vladimir Putin, Hu Jintao and Hugo Chavez. There are different ways to assess those leaders, those are leaders associated with a certain idea rooted in the country's development. The idea which has been living independently from the leader. Sustainable development of the country means that it has the concept of development, this is what the experts evaluated.
Kazakhstan, of course, comes to the forefront in terms of sustainable development until 2050.
Talking about sustainable development, we have taken into account the fact that in some regions there is inter competitive economic and political systems. For example, China and Kazakhstan. According to all evaluations and positions, Kazakhstan is one of the top 10 or top 5 leaders along with those countries, which rise above other states.
You have said a lot of countries have their own Development Strategy till 2050. What are the differences of the "Kazakhstan-2050" Strategy ?
The "Kazakhstan-2050" Strategy is a non declarative, in contrast to others. The Kazakhstan's Development Strategy is, first of all, realistic, and secondly, it differs from other strategies in terms of prescribed, well-defined integration processes. Kazakhstan plans painless integration, based on the standard idea of tolerance. The strategy is not based on a national or nationalist principle, it takes into account all interests. It is interesting that your Strategy goes beyond Kazakhstan, it considers the Central Asian and Eurasian region as part of the development of Kazakhstan. In my opinion, it is important to have a big political will to express the concept of the state development .
These two main points - reality and integration - set Kazakhstan's Strategy apart from the others.
What is your opinion about the Kazakh model of inter-confessional and inter-ethnic tolerance?
Integration is impossible without tolerance. According to a lot of experts, nationalism, religious fundamentalism and, of course, extremism are the main destabilizing factors.
None of the countries that we have analyzed proclaims tolerance and integration its main ideas. In Kazakhstan these ideas have been proclaimed as the main ideas of national policy. Your country had demonstrated that it works. Kazakhstan's ideas of tolerance declared in the "Kazakhstan-2050" Strategy are followed up with the deeds.
It should be noted that with economic growth the state would become a magnet for migration flows. This is a very serious problem, and that is when the idea of tolerance has to go throgh paces.
