According to the Kazakh President, uncontrolled expansion of the number of nuclear countries is the most serious threat of the 21st century. Some countries see possession of nuclear weapon as a security factor. But taking into account experience of Kazakhstan, I believe sustainable economic and social development provides real security guarantee," Nursultan Nazarbayev said.

In this connection, N. Nazarbayev suggested applying most severe measures against the country which uses nuclear weapons. "I suppose that adoption of the Universal Declaration of the Nuclear-Free World would be an important step towards the Nuclear Weapons Convention," Kazakh President added.
