"Today, innovative systems in the regions are represented by the investor service centers, socio-entrepreneurial corporations (SEC), special economic zones (SEZ), technology parks and industrial and innovation clusters. We can choose one of them and make it a regional operator. We propose to concentrate innovations on the basis of SECs," Tuleushin said.

He stressed that the choice fell on the SECs due to the fact that they function in all 16 regions.

As reported earlier, at the enlarged session of the Government of Kazakhstan on January 23, 2013 President Nursultan Nazarbayev instructed all regional governors and mayors of Astana and Almaty to develop a plan for the establishment of regional innovation systems and to begin its implementation.

Regional Innovation System (RIS) is a set of elements of industrial-innovative infrastructure and scientific organizations in the region engaged in the generation and distribution of innovation.
