Introduction of advanced systems of civil service personnel management discussed in Pavlodar
PAVLODAR. KAZINFORM The Agency of the Republic of Kazakhstan on civil service affairs and anti-corruption carried out on Friday a seminar on "Integrated information system of civil service personnel management". The seminar was supported by the "National Centre for Civil Service Staff Management" JSC and the EU funded Project "Civil Service Reform and Modernization of the Government of Kazakhstan".
The seminar was attended by about 100 civil servants of Pavlodar region, including representatives of ten district akimats, as well as akimats of Pavlodar, Ekibastuz and Aksu. Head of the Department of the Agency for Civil Service Affairs of Pavlodar region Maksut Uteshev and the Head of the administrative office of the regional akimat Rasul Urazgulov addressed welcoming speeches to participants, the EU Delegation to Kazakhstan said. The Vice-President of the "National Centre for Civil Service Staff Management" JSC Isatay Sagindikov noted the importance of integrated information system "E-kyzmet" in improving civil service staff management in Kazakhstan. He noted that introduction of up-to-date system will enable to enhance the efficiency and productivity of personnel services, to reduce administrative expenses for data processing, to get a complex personnel information about civil servants of central and regional levels online. It is planned to complete the project on creation of an integrated information system for personnel management "E-kyzmet" by the end of 2015, which is designed for automation of the Agency activities and personnel services of state bodies of Kazakhstan in accordance with international best practice. The Dutch model of P-Direkt has been presented by experts of the EU Project Konstantin Sokulskiy and Maximilian Foedinger as an example of European best practice in the field of personnel management. P-Direkt is a government agency of the Netherlands, designed to centralize and standardize HR processes of 10 ministries. Also, Mr. Feodinger spoke about the main activities of the EU Project in reforming civil service in Kazakhstan. The similar seminar was held in Mangystau region. Also, implementation of HR-training seminars with the support of the EU funded project is planned in Karaganda and South Kazakhstan regions. The EU Project "Reform and Modernization of the Civil Service of the Government of Kazakhstan" is an international initiative to integrate European experience of public administration in Kazakhstan. The budget of the project is EUR 4.6 million.
