Industrialization - path to a strong economy and welfare of Kazakhstan: Governor of Pavlodar region
VLODAR. October 24. KAZINFORM /Vera Livintsova/ In the year of anniversary of independence the country sums up the results of the past two decades and the year of 2011. During his visit to Pavlodar Kazakh President Nursultan Nazarbayev called Pavlodar region an energy heart of Kazakhstan. The industrial centers of the country play a special role in strengthening the state's economy - the basis of well-being of all Kazakhstanis.
Today, Pavlodar region is deservedly called the leader in implementing the state program of forced industrial innovative development and Business Road Map. Akim of Pavlodar region Bakytzhan Sagintayev told Kazinform about the most important projects that determine the modern industry.
Starting the program of industrialization we have analyzed the situation in the region to identify projects that will become drivers of growth for the cities and regions. I would like to note that our largest and newest innovative projects were implemented under the direct guidance of Nursultan Nazarbayev. For example, Kazakhstan Electrolysis Plant JSC, production of longitudinal welded steel pipes, hydrogen production unit to improve product quality at the Pavlodar petrochemical plant, plant for production of methyl tert-butyl ether and polypropylene, 500
kV transmission line of Kazakhstan North-South transit.
On the whole, our region is carrying out 168 projects totaling KZT 1.2 trillion. They will help create 14 thousand new jobs.
The region has a high educational level and human potential; the youth wins in international competitions and Olympiads. We have strong research centers in the neighborhood - Tomsk, Novosibirsk and other Russian regions. Why not work together to use their experience and development for the region and Kazakhstan?
You pay much attention to the development of small and medium enterprises and promote the program of Kazakh content. How do you think what is the role of the Road Business Map-2020 in developing SMEs?
The program Business Road Map-2020 provides many opportunities for developing small and medium businesses - significantly reduces the burden of loans, and helps feel feet firmly on the ground.
Compared to last year, the number of active small and medium businesses in the region increased by 13 percent up to 25.2 thousand, so the amount of tax payments also increased to KZT 46.2 billion. The budget of the program was increased more than 2.5 times (from KZT 657 mln in 2010 to KZT 1.7 bln in 2011).
Today, 90 companies with more than five thousand employees have got real financial support and opportunities for cheapening their loans. Among them, the plant "Gofrotara" LLP, enterprises "Format Mach Company", "Kazakhstan's Wagon Company", «KSP Steel» and others.
In recent years you have significantly increased the level of service in municipal clinics, purchased modern equipment, pay more attention to medical care of the rural population - through building not only district hospitals, but also outpatient clinics, medical stations, mobile medicine units. Preschool education in your region is rapidly developing. You have promised to implement "Balapan" Program ahead of schedule.
At all stages of development of the state medicine and education have a special priority. Over the past decade, spending for health care grew more than tenfold. It is difficult to overestimate the importance and timeliness of the state program "100 schools, 100 hospitals." Our region recently commissioned two 140-seat children's villages, three 530-seat kindergartens.
In the years of crisis preschool education was virtually destroyed. The effectiveness of the state program "Balapan" can be seen in the following indexes - the number of kindergartens increased 2.5 times, the coverage of children by preschool education has grown from 17.7 to 79.4 percent. By the end of the year we plan to bring it up to 85 percent.
In 2011 our region commissioned 22 new schools with eight thousand seats in total. Five more schools will be built till 2015.
As for the healthcare, over the past decade we have built the regional diagnostic center, three tuberculosis hospitals and four outpatient clinics. Last year we have put into service the Regional Tuberculosis Dispensary.
