Industrial development becomes main target of public administration

He also tells the KAZINFORM correspondent about the challenges and prospects of implementation of the industrialization plan in the country and region.
Nikolai, how do you understand a plan of the intensive industrialization of the economy, its importance for the region?
The need for the forced industrialization of the country is without any doubt, and its timeliness is determined by the Government?s adoption of certain measures. Our industry is to undergo great changes: a new Minister of Industry and Commerce is appointed, at the stage of discussion is the new draft law on the industry of Kazakhstan. According to Akim Eleusin Sagindikov, each area of our region has its own plan of industrial development. Opening of the railway line ?Khromtau ? Altynsarin? helps develop a new industrial region - just in Aytekebiysk area one can find aluminum bauxite, iron, copper, raw materials for many construction materials. Kandyagash town is an industrial and transportation hub. Seven areas specified by the President are fully appropriate to our region. We actively develop the sphere of agriculture as well.
In his speech, the Head of State made an accent on innovation industrialization, rather than on the industrialization, which took place in all countries of the world at the beginning of last century. First of all the President speaks about the establishment of new industries, industrial complexes, and innovative productions - not just extraction of oil but involvement in its processing and getting a lot of components worth a few tons of crude oil.
Or copper. Aktobe region has unique reserves of copper ore that can be compared with the ore reserves of Altai. Using so called ?heap leach? technology, we are addressing environmental concerns; reduce costs and capitalization by 3-4 times. These technologies are not invented today; we simply have not addressed these issues in an integrated manner.
What problems hinder the forced industrialization?
The main problems that hinder industrialization are the low competitiveness of products of the manufacturing sector, higher depreciation of fixed assets and the use of outdated technologies, lack of working capital and unavailability of long loans with low interest rate. The level of innovation activity of domestic enterprises does not meet the requirements of the time, our service for the promotion of innovative products to the market is underdeveloped or we do not have it at all. We depend on oil and gas industry and our non-commodity sectors are not attractive for investors, there is lack of reliance on domestic resources, etc.
One of today's problems -is the correct placement of the productive forces taking into account the existing framework, human resources and infrastructure. In fact, there is not yet pronounced deficit of labor resources, but with the implementation of the Industrial and Innovation Strategy and?30 corporate leaders? Development Program, the problem is going to become most urgent. It is also necessary to create infrastructure and engineering conditions, including experimental design offices and engineering organizations, offices of commercialization, technology parks and etc.
What factors influence on speedy and qualitative industrialization of the country?
The solution of the problem depends on many external and internal factors. Head of the State N.Nazarbayev noted in the interview to the leading TV channels of the country that we faced the impact of two main factors of the world economy in the crisis. They are the financial system and the dependence of manufacturing industries on direct foreign investments. Besides, the President laid emphasis on the internal factors of development. One of them is political and social stability, achieved in the society. I would like to mention two more important factors: the ideology of post-crisis development of the country?s leadership and recognition of this ideology by the society. As a representative of the executive branch, I think the realization of the main goals of industrialization to be one of the main directions in entrepreneurship and industrial management.
