Healthcare financing rose 8.5 times in five years - 2030 Strategy at work

KAZINFORM /Muratbek Makulbekov/ Despite the continuing negative impact of the global financial crisis on Kazakhstan economy the second quarter of 2009 is notable a tendency to stabilization of the situation in many sectors, several of them witness growth in all parameters. The package of anti-crisis measures launched by the Government on the President's instruction hindered such consequences of economic downturn like unemployment growth and decline in living standards.
On the other hand the state continues to carry out its commitments on improvement of the quality of life through implementing various programs in social sphere, including the Government's Road Map Program. As the Head of the State noted at the XII Congress of Nur Otan People's Democratic Party in May financing medicine had risen 8.5 times in last 10 years.
In conformity with the President's instruction outlined in his annual Address to the Nation Through Crisis to Renovation and Prosperity, the second direction of the Road Map Program provides for construction, reconstruction, repair of local auto roads and renewal of social infrastructure, primarily schools and hospitals.
Repair of 433 healthcare facilities in the regions is planned within this direction. KZT 14 098.2 mln are envisaged for this aim including KZT 10 068.2 mln from the national budget for repair of 368 projects. Local budgets provide KZT 4 030.0 mln in total for reconstruction of 65 projects and 284 ones on terms of co-financing. 250 facilities need capital repair.
In order to train and retrain population the national budget allotted funds to the amount of KZT 691 513.0 thousand for retraining 1, 601 doctors and 2, 378 paramedical workers - 3979 specialists in total.
At the XII Extraordinary Congress of Nur Otan Leader of the Party President Nursultan Nazarbayev touched the problem of development of Kazakhstan pharmaceutical industry. The Head of the State assigned a task to the Cabinet to provide more than 50% of domestic consumption of medicaments with home-made products by 2014.
To date there have been reached agreements on construction of new plants in Astana. InspireMD Company plans to start building a Plant on manufacturing stents for healthcare organizations of Kazakhstan and CIS countries. The volume of investments will comprise from USD 60 mln up to USD 100 mln. The annual production of stents will make around 200, 000 items per year. Construction work is planned to start in August-September 2009 which will provide 150 people with jobs. 20 of them will pass training courses in Germany.
Due to the healthcare development measures including rise in financing the healthcare system the country faces reduction in morbidity and improvement of medico-demographic indices.
For instance, the index of maternal mortality in Janurary-May, 2009 made 37.2 deaths per 100, 000 live births while it was 39.9 per 100, 000 live births in the same period in 2008. The index of child mortality in five months in 2009 made 19.5 per 1, 000 born alive against 21.5 in the same period 2008.
With the aim of reduction of maternal and child mortality the Government continues implementing the Action Plan of the 2005-2010 State program on reforming and development of healthcare in Kazakhstan and the 2008-2010 Branch program on lowering maternal and child mortality.
Due to the measures taken in Kazakhstan in order to develop the health care system and amplified funding the morbidity level and the demographical indicators are improving gradually.
For instance, within five months of the current year the rate of maternity death has been 37,2 per 100 thousand live born infants against 39,9 during the analogous period of 2008. According to preliminary data infant mortality rate during five months of the current year has been 19,5 per 1000 live born kids against 21,5 index during the analogous period of 2008.
To reduce maternity and infant death the Government continues carrying through the activities under the State Program of Reformation and Development of Health Care for 2005-2010 and the republican branch program on reduction of mother and child mortality for 2008-2010.
Women of reproductive age and children under 18 undergo annual prophylaxis examination for early finding of a disease and ensuring medical surveillance. To reveal oncological pathologies of the reproductive system women of several age groups continually undergo screening. As a result 41% of women were examined; pathology was found in 11.1%.
The Government continues fortification of the material and technical base of the maternity and child institutions of the republic. There have been procured 293 units of medical equipment to the amount of KZT 2.3 billion since early 2009. To prevent pregnancy and childbirth complications free supply of iron and iodine medicaments for women and pharmacological support for children under 5 years old and juveniles on out-patient treatment are ensured since 2005. The screening program allows ensuring early finding of any born and genetic pathologies since 2006.
KZT 61, 860, 000 has been spent for procurement of thrombolytic medicaments for treatment of 9,097 patients with myocardial infarction. KZT 869, 376, 000 has been spent by regional cardiac surgery departments to perform 12, 676 coronary angiographic studies. A Coordination Council has been formed at the Healthcare Ministry in order to overcome the cardiologic morbidity in the republic. Also, as per the plan of realization of the state program of cardiologic aid a cardiosurgery center for 180 beds is being built in Astana and 50 bed hospital in Pavlodar; newly equipped cardiosurgery clinics will be built in Mangystau, Kyzylorda and Zhambyl regions till the end of 2009.
The country continues carrying through the Program of improvement of blood service approved by the Government's resolution as of December 21st 2007. The blood centers receive advanced technologies and equipment. This year a new blood center was put into service in Astana; new blood centers are being constructed in Ust-Kamenogorsk, Karaganda, Petropavlovsk, Aktau, Kokshetau, Kostanay and Taraz.
The analysis of tuberculosis morbidity in the first half of 2009 showed reduction (116,6 cases per 100 thousand against 134,2 cases during analogous period in 2008. Tuberculosis mortality in the first half of 2009 was 13,8 per 100 thousand whereas in the analogous period of 2008 it was 17,8. The anti-tuberculosis activities plan for 2008-2012 that was set up by the National Coordination Council strengthened the measures on forced treatment of patients with contagious form avoiding treatment and provides isolation of the chronic sick.
As of April 1, 2009 diabetes cases have decreased as well and is 118,3 per 100 thousand people, whereas during analogous period of 2008 it was 121,1.
The epidemiological situation on infectious and parasitic diseases remains favorable. There has been registered reduction on 30 and growth on 11 infection diseases.
The Government pays big attention to the issues of staff training for the medical sector. At present as per the instructions of the President the medical educational institutions jointly with the Alliance-Bank of Kazakhstan assist students in obtaining educational loans.
