KAZINFORM /Ruslan Suleimenov/ As is known, President of the People's Republic of China Hu Jintao will pay a state visit to Kazakhstan and take part in the anniversary Summit of the Shanghai Cooperation Organisation (SCO) in Astana. On the eve of the SCO Summit in Astana and the 20th anniversary of Kazakhstan's independence, Chinese scientists and diplomats pay their attention to President Nursultan Nazarbayev's state-of-the-nation address,

hence its content is of practical interest on the threshold of these events.

The Deputy Director of the Euro-Asian Social Development Research Institute, Development Research Center of the State Council of China, stresses that the content of the message transforms from year to year. And this year it distinguishes by intensity. The feature of the 2011 address lies in the fact that it sums up results of the period passed away, pays special attention to the people's life, sets clear targets, which makes its reader to feel most promising future in development of Kazakhstan. This message has formed in me the following impressions:

Firstly, the message states the measures on social policy and improvement of the people's life for the present year. This postulate is very important. Everyone knows that the nation is a fundamental principle of the state. Improvement of the people's life represents a purpose of the country's development and a guarantee of successful growth. I paid attention that during last 10 years 1/15 part of the country's population got new housing, during last 4 years a salary and a pension increased twofold. It is an enviable figure. It is necessary to note that over the past few years Kazakhstan's economy experienced the impact of the financial crisis, but despite this, investments in the sphere of education, healthcare, employment, public services raised.

Secondly, the message reflects the country's external policy, presenting a number of important events with Kazakhstan's participation. Since gaining independence Kazakhstan actively participates in international and regional affairs. Steady growth of the international authority of the country is noted. This success is connected with the internal stability and economic development of the country. The country's development laid foundation for success of these events. Besides, Kazakhstan's development gave it international confidence. Success of the 20-year development is reflected not only in economy, we should recognize, that the country's international authority has significantly strengthened.

In his comments ex-Ambassador of China to Kazakhstan Yao Peisheng stresses that 2010 can be considered "The Year of fame" for Kazakhstan. Its GDP per capita makes USD 9 thousand and it is a dream, for which strive many emerging countries.

It is crucial to remind that these achievements were reached during the global economic recession. Today we see that many countries, including some developed countries of Europe, are still in a difficult situation. Nobody expected that yesterday's rich man will become today's debtor.

Hence Kazakhstan's fortune is especially valuable. During 20 years the Kazakhstani people under President Nursultan Nazarbayev's leadership found its own way of the country's development.

I would like also to note that President Nursultan Nazarbayev emphasized the importance of education in his Address to the Nation. It has all the reasons to be emphasized because the future of any country depends on general education. A country will be in constant need of managers and educated people to lead the state at many levels without education. Not only wise politicians and economists are needed but scientists, mathematicians, physicists, etc. are people that the country wants to be educated at the highest level. As general designer of China's reforms Deng Xiaoping once said 'Education is a basis of the foundation of steady development of a country, spare no expense in this sphere.' We are glad that the Government of Kazakhstan allocates more and more funds on the purpose to increase the educational potential.

The upcoming 2012 year is a special year for both countries. We are celebrating the 20th anniversary of establishment of the relations between our states. It is time to analyze the work we have done in many spheres. The priority is to deepen our relations of strategic partnership at the time of today.
