From embedding constitutional values to shaping new ethics – Vice President Karin outlines domestic policy priorities

Heads of structural divisions of the President’s Executive Office and relevant central government agencies participated in the session.

The first set of issues discussed concerned the systematic promotion of constitutional values.

Karin emphasized that the values enshrined in the Constitution serve as the conceptual core of the President’s strategic reform course aimed at comprehensive modernization of the country.

He noted that state policy must focus on embedding progressive constitutional principles, including: ensuring the rule of law and order; strengthening national unity, inter-ethnic and inter-faith accord; development of culture, education, science, and innovation; environmental protection; embedding in society a culture of hard work, social optimism, and the idea of responsible and constructive patriotism.

Karin highlighted two key documents guiding the state's work in this area: the Presidential Decree "On approving the basic principles, values, and directions of the domestic policy of the Republic of Kazakhstan" and the Action Plan for promoting the Constitution of the Republic of Kazakhstan, adopted on the instruction of the Head of State.

The second block of tasks focused on shaping a new public ethics. Karin stressed that this is a key priority of ideological work, encompassing all spheres of life, including everyday behavior in public spaces. A separate task identified was comprehensive counteraction to attempts at imposing alien values and norms of behavior, archaizing public life, and mythologizing history

In this context, Karin underscored the importance of consistently implementing the principle of Law and Order, the Taza Qazaqstan project, and the Adal Azamat civic education program. He also highlighted the need for new approaches to scale up the Taza Qazaqstan presidential initiative, including the creation of a unified digital platform, introduction of regional cleanliness rankings, a national cleanliness standard, and an online greening map of Kazakhstan.

The third block of tasks addressed the effective implementation of all strategic documents in domestic policy, namely Kazakhstan’s Children Concept, the Concept for the Development of State Policy in Religious Sphere, State Youth Policy Concept, and the Concept of Military-Patriotic Education of Youth.

Karin also emphasized the importance of timely development of other program documents initiated by the Head of State, including the Reading Nation Concept and a new Concept for the Development of Interethnic Relations and Public Accord.

In general, the Vice President highlighted the importance of high-quality information and ideological support for the President’s strategic reform course and the broad effort to build Fair Kazakhstan. According to him, all nationwide projects and initiatives must be integrated into the overall framework of the country’s comprehensive modernization.

Concluding the meeting, the Vice President reiterated the need for control, systematic approaches, and coordination of domestic policy work across government agencies.

“We must continue systematization in the sphere of domestic policy - establish unified requirements, clear regulations, and procedures. We cannot slow down or stop at what has been achieved; we must constantly move forward. Our common task is to respond effectively to citizens’ demands, advance a constructive agenda and new constitutional values, and ensure the quality and efficiency of presidential initiatives,” Karin said.

Following the session, relevant government agencies received directives concerning the implementation of key areas of domestic policy.
