Energy Ministry of Kazakhstan considers 6-7 proposals on construction of 4th oil refinery
ASTANA. KAZINFORM - The Ministry of Energy considers 6-7 proposals on construction of the fourth oil refinery, First Deputy Minister of Energy Uzakbai Karabalin said at the CCS media briefing.
"As far as I know, there are about 6-7 proposals from different regions and companies regarding this issue. All of them are considered by the working group of the Ministry. We analyze all of the disadvantages and pluses of the proposals. Then, our conclusions will be sent to the Government for consideration," U. Karabalin told.
According to him, the oil refinery should be located in a region with a lot of consumers, because the prices rise because of transportation as well. Secondly, there should be pipelines not to transport oil by rail, which also adds up to the price.
"Moreover, the place where the oil refinery is going to be located should be convenient for export,' the First Deputy Minister added.
