Elite to be part of Corps 'A' staff - Deputy head of Kazakh President's Administraton

"Corpus" A "will include managers, elite. Top administrative officials of corps "A" will be chiefs of staff, executive secretaries of state bodies, committee chairmen and mayors of cities and regions. Political, we remain the first head of the agency, the minister, vice-minister-level domains - is mayor, mayor and deputy governor of the regional center, " B. Baybek said.

According to him, the President will select the political elite of the state employees.

October 30 Majilis submitted a draft Law "On amendments to some legislative acts of the Republic of Kazakhstan for the public service."

In order to minimize the so-called "team moves" and strengthen the protection of administrative officials by changing public administrators the draft law  provides the purpose of transfers between the state bodies shall be made only in cases specified by the Head of State.

The bill provides for the establishment of the management body "A" - administrative government positions of management level for which a special procedure for the selection of the talent pool and competitive selection process determined by the President of the Republic of Kazakhstan, as well as special training requirements.

a National Commission on personnel policy and regional personnel committee, which will form the reserve corps "A" will be established  after the adoption of the Law.  

"The head of the Administration of the President, his deputy, Vice Prime Minister, Deputy Speaker of the Senate and the Majilis will be members of this committee,"  B. Baybek added.
