Effective mechanisms required for cooperation of state and NGOs – Mayor of Almaty
ATY. September 4. KAZINFORM /Daniyar Sikhimbayev/ Extension of cooperation between the state and NGOs requires introduction of effective mechanisms; Mayor of Almaty Akhmetzhan Yessimov has said it today at V Forum of Non-Governmental Organizations "Authority and NGOs: through Civil Society to International Community" held in Almaty.
"Our work should be based on system principles", - A. Yessimov said. We must seriously think of decision of the topical issues of socio-economic development of the city. That is why it will be reasonable to hold the forum on regular basis. And I think it is necessary to form a certain structure aimed at coordination of implementation of forum's decisions. The Council of NGOs on interaction and cooperation can be delegated this function. The Council will play a coordinating and advisory role".
According to the Mayor the Council should not be turned into a nominal body. "It must be able-bodied, mobile and operative", - he noted. Its main purpose is to become a binding bridge between the city authority and NGOs. The state is judged not only according to the political success and economic development but according to the level of personal freedom as well. I would like to underline again: the freedoms and rights of the citizens are the highest value to govern the work of the state.
Present relations between the state and non-governmental organizations are coming to a new level, - he resumed. I am referring to formation of the new model of relations where the state and NGOs are partners. A strong state and successful society cannot exist without partnership relations between the state and society".
