Economy modernization 'main priority' of presidential address - Economic Research Institute
President's Address to the Nation focuses on diversification of the economy, head of JSC "Economic Research Institute" at the Ministry of Economy and Budget Planning Maksat Mukhanov told a briefing in the Central Communications Service.
"The main priority is economic modernization, which will be based on principles such as the growth of performance of the economy, development of entrepreneurship, innovation and the formation of a new model of knowledge-based economy," he said.
According to him, this year the President's Address focuses on the practical steps to implement a long-term national goal - joining the top 30 most competitive countries in the world, Kazinform refers to the web-site of the Prime Minister.
In his opinion, Kazakhstan reached significant economic positions that are positively evaluated by international experts. In addition, the country has developed a favorable business climate, increased the level of competitiveness.
The active resource in the execution of the President's instructions will be the development of human capital, which requires the modernization of the education system, Mukhanov added.
As he noted, the President's Address defines two stages of the long-term development.
"The first stage is the period before 2030, when it is necessary to reach specific targets on the structural transformation of the economy, to support knowledge-based economy, increase the contribution of educational and scientific potential in economic growth," he said.
The second stage, after 2030, will be the time of active innovation policy "aimed at creating a knowledge economy."
